NYS 2008-09 Executive Budget Information Sheets

On January 22, 2008 Governor Spitzer released his 2008-09 Executive Budget. Pursuant recent budget procedural changes the Governor has 21 days to offer amendments to his proposed Executive Budget (to read about the new state budget process you may click on the Division of Budget briefing booklet http://publications.budget.state.ny.us/fy0708littlebook/ReformingTheBudgetProcess.html).

These informational sheets are based upon the Executive Budget pre-21 day amendments.

The 2008-09 Executive Budget impacts local governments in a variety of ways including but not limited to: revenue sharing; highway and infrastructure aid (CHIPS); mandate relief; Upstate Economic Development; Commission on Local Government Efficiency and Competitiveness Initiatives; Environmental and Parks Funding. Some of the highlights

Towns will receive an average increase of 3. 7% over last year’s budget (total $51,802,333) in the AIM revenue sharing program;

$25 million has been budgeted for the newly constituted Local Government Efficiency Grants (LGEG) program which replaces the current SMSI grant program;

CHIPS will receive $303.1 million and $39.7 million is proposed for Marchiselli in the Executive Budget - towns actually lose $3.5 million, a reduction of 4.32% from last year’s budget;

Executive Budget provides $250 million to fund the State Environmental Protection Fund (EPF) with no dedicated funding for stormwater MS4 compliance;
